John William (Bill) Lockhart, 69, of Safety Harbor, died December 21, 2013 at Suncoast Hospice in Palm Harbor, Florida.
Born May 2, 1944, at Fall Branch, Tennessee, Bill grew up from age five in St. Augustine, Florida, graduated from the University of Florida, and lived in Florida the rest of his life.
Bill worked in many branches of state government, with the Secretary of State and with the Department of Agriculture, retiring as the first Trial Courts Administrator of Florida's 6th Judicial Circuit (Pasco and Pinellas Counties) after 31 years with the Florida State Courts System. One of his achievements was the development of the State of Florida Guardian Ad Litem program. Bill was a Fellow of the Institute for Court Management.
He was a graduate of the U.S. Army Command and General Staff College and the U.S. Army Inspector General School, and retired as Lieutenant Colonel, U.S. Army National Guard after 34 years' service.
After retirement, Bill pursued his love of photography with a passion. He traveled extensively throughout the world in his quest for the "light that dances," returning with jillions of photos, sharing their beauty and his skill with others on the Internet. Bill is survived by his wife Isabelle (Izzy), and his son John and daughter-in-law Amy. He was preceded in death by his parents, Swanson and Pearl Lockhart, and four brothers (Gene, Claude, Carl, and Paul).
